What drove the reduction
The pattern across sites was consistent. Once signage went up at access points, scouting visits, vehicles slowing, entering and leaving without tipping, dropped sharply within the first fortnight. The handful of incidents that did occur produced usable evidence in every case where the vehicle entered a monitored zone: timestamped footage of the act, the vehicle and its plate. Those cases went to enforcement, and clients' clearance costs were pursued and recovered from identified offenders through legal action.
That's the model working as designed: deterrence removes most of the problem; evidence makes the remainder pay for itself.
