Fly-tipping is at record levels, and on private land, you pay for it
Councils in England dealt with 1.26 million fly-tipping incidents in 2024/25, a 9% rise and the fifth annual increase in a row (Defra, Feb 2026). And those figures exclude most incidents on private land, where the burden falls hardest.
If waste is dumped on your land, the law makes you, the landowner, responsible for clearing it, using authorised waste carriers, at your own cost. A CLA survey found around three-quarters of farmers are hit each year, at an average of £1,000 per incident to clear; large tips can run to tens of thousands of pounds. Leave it, and the council can serve notice requiring removal, or clear it and bill you.
